In 2021 the Government published its Levelling Up Fund (LUF) prospectus. To receive government investment and support bidding local authorities had to demonstrate that their proposals could be delivered by 2025, and that they were supported by the constituent MPs. The prospectus confirmed there would be a number of bidding rounds and Preston City Council engaged Radics Consulting to advice and support the development of their LUF proposals.

Wirral Council are developing a brownfield regeneration programme, supported by the Liverpool City Region Combined Authority and Homes England. The Council own a brownfield site which, with an appropriate development strategy in place, has the potential to contribute to the regeneration programme.

Setting a context for regeneration helps establish regeneration principles in locations where development potential needs to be drawn out and managed in a comprehensive way.  The Station Quarter in Preston is one of these locations and the task here was keep Preston’s 3 anchors Preston City Council, Lancashire County Council and University of Central Lancashire engaged in all stages.

In November 2019 Preston, a pocket sized city in Lancashire, was invited to be part of the government’s Towns Fund initiative. To receive government investment and support an Investment Plan had to be jointly developed by a public, private and third sector partnership with the Plan demonstrating that funding would be spent on priorities which would deliver local economic and community benefit.
