THE ASK

Wirral Council are developing a brownfield regeneration programme, supported by the Liverpool City Region Combined Authority and Homes England. The Council own a brownfield site which, with an appropriate development strategy in place, has the potential to contribute to the regeneration programme.


THE ANSWER

The 30 plus acre site, is well located and connected with a number of post-industrial constraints typical of large brownfield sites. It was already apparent to the major landowners that piecemeal and ad-hoc development dictated by red lines of land ownership was probably not achievable and certainly not optimal and that a comprehensive site wide approach was required. and in summer 2020 Beckie was brought in by the Council to support the landowners in developing a comprehensive residential led development plan for the site.

The first task was to understand the objectives of the major landowners to assess if a comprehensive approach was feasible. Having established it was the next steps were for the landowners to: set out an illustrative development programme;  agree the work streams needed to inform the site Masterplanning; secure their necessary approvals; and commit to resourcing the agreed work programme. Beckie supported all the landowners through these stages and directly managed the Council’s input, including managing consultancy appointments and committee approvals.  The site is typical of many brownfield sites requiring public sector funding as well as private sector investment to address significant constraints and Beckie ensures that public sector funders are kept updated on the collaboration work.


THE OUTCOME

The major landowners group have now retained a full consultancy team to prepare a comprehensive masterplan for this site with a planning application expected to come forward by the end of 2021. Funding has been secured for the first phases of major infrastructure to support the regeneration of the site.
